Verify Boyd Post-Release Supervision

The Kentucky Online Offender Lookup, called KOOL, is the public starting point for a Kentucky sentence or supervision record. A local arrestee who bonded out without a state correctional case may not have a useful KOOL entry. For that person, the Boyd court and jail event record are more direct.

  1. Search by name, adding a DOC or PID number when known.
  2. Match two identifiers, such as birth date, DOC number, offense, or conviction county.
  3. Read Supervision Status, County of Supervision, location, and supervision-begin fields exactly.
  4. Compare probation with the signed court order and parole with the Board or DOC record.
  5. Ask District 15 which office holds any public confirmation or discharge record.
Released is not discharged. Leaving a jail or prison ends custody at that location, while supervision may continue.

Boyd District 15 Supervision

Boyd County belongs to eastern Kentucky Probation and Parole District 15. Its Catlettsburg office is the local confirmation layer after KOOL identifies Boyd as the county of supervision. The district serves ten counties, so a location match is more useful than assuming the nearest office owns every record.

The official District 15 page identifies Boyd and the Catlettsburg office. Staff may confirm only public facts, withhold protected details, or route the request to Offender Information Services. Ask about the public status or correct records custodian, not private case management.

Boyd Supervision Status Terms

KOOL can distinguish active supervision, absconding, and other correctional statuses. These labels describe the agency record at that time. They do not establish a new conviction. No separate Boyd County public absconder or warrant list was verified, so KOOL's statewide filters are the public lead. An actual warrant must be checked in the proper court or law-enforcement record.

Confirm Boyd Supervision Discharge

Supervision can end through sentence expiration, formal discharge, or a court action that changes probation. An online absence proves none of those outcomes. KOOL is useful for orientation, but durable proof comes from the final DOC record, Board order, or signed court order created by the responsible office.

The DOC Open Records process is the state route for an existing public record. Identify the person, DOC or case number, and the final discharge or supervision-status document sought. Kentucky's Open Records Act generally calls for a written disposition within five business days. Production may take longer if the agency explains the cause and earliest availability.

Use each label as written. “Not incarcerated” may still mean supervised. “Released on parole” does not mean the sentence expired. A Daily Releases entry marked mandatory reentry supervision also reflects continuing authority.


Boyd Parole Hearing Schedules

The Kentucky Parole Board posts monthly schedules and eligibility lists. Hearings occur weekly, begin at 8:30 a.m. Eastern, and schedule PDFs update on Monday mornings. Lists can contain the offender name, DOC number, location, and eligibility month.

A hearing date is not a release date. A hearing may occur up to two months before eligibility. Outcomes include a grant subject to conditions, deferment, serve-out, rescission, or revocation. No verified statewide public decisions search comparable to the calendar was found.

Check a specifically published final order, then use the Board's records request for the decision. A final sheet may identify the review date, location, eligibility date, decision, reasons, and remarks. Public observation and victim participation follow distinct processes.

Boyd Release Property and ID

Boyd County Detention Center publishes a third-party property-release process used while the owner remains incarcerated. It requires a notarized detention-center form, government photo identification, and weekday handling from 9 a.m. to 3 p.m., excluding national holidays. The jail lists a $10 cash notary fee.

This is not an automatic discharge process and should not be confused with District 15 reporting. A person already released should call the jail for the post-release property instruction. The official property-release page supplies the form and limits.

Keeping property pickup apart from parole or probation intake helps prevent a missed supervision duty. Kentucky driver-licensing questions can be routed through Boyd County's agency contacts.

Release-day needs do not alter the terms in a court, Board, or DOC order. Confirm unclear reporting duties with the responsible agency and do not infer private conditions from a public KOOL label.

District 15 confirmation should be tied to a matched state record. County of Supervision can differ from the conviction county or place of release. A move between districts does not by itself end supervision, and a past Boyd address does not prove that Catlettsburg still owns the file.

When the public status conflicts with a signed order, preserve both dates and ask the creating office for the current record. Do not treat a phone answer as a substitute for the final order when documentary proof is needed.


Boyd Parole Decision Records

A Parole Board decision record and a District 15 supervision record answer different questions. The Board record addresses whether parole was granted, deferred, rescinded, revoked, or held to sentence completion. District 15 handles supervision after release and can identify the office responsible for a public status inquiry. Calling the supervision office cannot substitute for a missing final Board order.

The Board does not offer a verified statewide public decision-results database comparable to its hearing calendar. When no final order is posted for the named person, request the existing decision from the Justice and Public Safety Cabinet. A precise request includes the person's name, DOC number, review date or eligibility month, and the final disposition sought. A sample decision may show name, DOC number, institution, eligibility date, decision, serve-out or deferral terms, reasons, and remarks, but a sample is not evidence of another person's outcome.

Current Board policy permits a qualifying reconsideration request by the offender or an authorized legal representative within twenty-one days after the final disposition becomes available. That process has defined grounds. It does not turn public observation into participation, and it does not mean a scheduled Boyd County hearing will produce immediate release.


Boyd Mandatory Reentry Supervision

Kentucky mandatory reentry supervision under KRS 439.3406 requires precise reading. An eligible inmate who did not receive discretionary parole may be released before projected sentence completion under statutory conditions and exclusions. The event is not proof that the Parole Board found the person suitable for an ordinary discretionary grant.

For supervision purposes, Kentucky treats a person on mandatory reentry supervision as released on parole. A KY DOC Daily Releases row marked MRS therefore means physical release with continued authority. It does not mean the sentence was fully discharged. KOOL status, the daily release type, and District 15 information should be read together when Boyd County is the county of supervision.

A later return to custody may reflect a violation process, warrant, or another authority. Confirm the current source and final action before describing the result as revocation. Each step can have a separate date and record custodian. The newest verified order controls over an older public status entry.
